JAMB Crackdown: CBT Centres Association Moves to Standardise Examination Framework Nationwide

The Computer-Based Test (CBT) Centres Proprietors Association of Nigeria (CPAN) has announced plans to establish a uniform operational framework across all CBT centres in the country. The initiative is aimed at ensuring fairness, consistency, and integrity in the conduct of national examinations.

The Association’s President, Mr. Austin Ohaekelem, disclosed this in a statement issued after its National Congress, following recent concerns raised by the Joint Admissions and Matriculation Board (JAMB) over widespread infractions among CBT operators.

Background: JAMB Sanctions Over 130 Centres

The development comes on the heels of JAMB’s decision to delist more than 130 CBT centres accused of undermining its monitoring process during examinations.

According to JAMB Registrar, Prof. Is-haq Oloyede, some of the violations included:

• Deliberately covering CCTV cameras during examinations.

• Unauthorized relocation of routers, which obstructed remote monitoring.

• Fingerprint irregularities recorded during the 2025 Unified Tertiary Matriculation Examination (UTME) registration.

In addition, 11 centres and their operators have been recommended for further sanctions over alleged complicity in malpractice.

Towards a Standardised CBT Framework

Speaking on the Association’s reform agenda, Ohaekelem explained that the new framework would focus on strict quality control, enhanced infrastructure, and stronger ethical compliance.

“This will involve developing and enforcing a rigorous code of conduct, ensuring that all centres meet and maintain the highest levels of quality in infrastructure, security, and service delivery.

Our goal is to restore public trust and ensure that every candidate, regardless of where they sit for their exam, enjoys a consistent and fair experience.”

Governance Restructuring and Anti-Malpractice Drive

The Congress also resolved to dissolve the former Board of Trustees and inaugurate a new one, with representatives drawn from each geopolitical zone alongside members of the national executive.

In addition, a special committee on examination malpractice has been established to work with the Federal Government and relevant agencies in safeguarding the integrity of national examinations.

Ohaekelem emphasized that the Congress reaffirmed the Association’s mission and vision, which include:

• Standardisation and quality assurance across CBT centres.

• Capacity building and professional development for operators.

• Information sharing and networking within the industry.

• Conflict resolution and dispute mediation mechanisms.

• Research, innovation, and technological advancement.

• Ethical compliance and anti-malpractice initiatives.

• Advocacy and representation for stakeholders.

Building Trust in Nigeria’s Examination System

The Association stressed that its renewed commitment to integrity and professionalism will not only support JAMB’s monitoring efforts but also ensure that Nigeria’s examination system remains credible, transparent, and internationally respected.
